- Bring job and workplace information to the clinical discussion before seeking package prices.
- Record the approved scope, exclusions, and decision owner in the purchasing brief.
- Return proposed clinical additions to the responsible professional before ordering.
Describe the job, the question, and the decision
Prepare a short description of job groups, working environments, shifts, sites, and any existing assessments or workplace health program. Ask the safety team which exposures or changes in the work process warrant discussion. If the proposal is to renew last year's APE, take the old scope, any operational problems, and a blank sample of its deliverables.
Philippine Republic Act No. 11058 addresses occupational safety and health programs and the personnel and facilities of covered workplaces. The law provides context for planning with qualified people. It is not a shopping list of tests for every employee. Ask your occupational health team to check current requirements and the particular circumstances of your workplace.
Take this three-part agenda to the meeting
Record the answer, the responsible person, and what remains open for each part. A blank is more useful than an assumed clinical requirement.
- Purpose: What question is the proposed examination or screening meant to answer? Is this a broad workplace health review, a focused concern about a job group, or an activity already specified in our program?
- Clinical scope: Which group is included, what services are appropriate, and who will explain findings and arrange further assessment when indicated? What should the proposal explicitly exclude or price separately?
- Operations: Which sites and shifts need access? Who can release staff, coordinate appointments, manage changes, and approve additional expense? What administrative information will these people actually need?
Turn the answers into a purchase instruction
Imagine an office and a workshop using the same purchasing team. The office asks for a convenient annual visit; the workshop supervisor raises a question about noise. Flag both to the physician and safety team. Do not assume that the office's package answers the workshop's question, or that every worker needs the same hearing service.
Finish with a short signed-off brief: “[Clinical lead] confirmed [purpose, group, scope] on [date]. Procurement may request prices for [defined service]. [Open question] remains with [owner] until [date]. No provider or date is confirmed.” If a provider later suggests an extra test, return the clinical question to the responsible professional before changing the order.
